DwordToLong(Value)

Converts an unsigned 32-bit value, in the range between 0 (zero) and 4,294,967,296, passed to the Value parameter to a signed 32-bit value, in the range between -2,147,483,648 and 2,147,483,647, with the same pattern of bits. If the value is in the range between 0 (zero) and 2,147,483,647, it is returned unchanged.
