AddToTransLine(idElement, [idTransLine])
Adds the Transmission Line Segment indicated by the idElement parameter to the Transmission Line indicated by the idTransLine parameter. If the value of the idTransLine parameter is a null ID ("{00000000-0000-0000-0000-000000000000}"), a new Transmission Line is created. Otherwise, the indicated ID must exist previously. This method returns the Transmission Line added or created.
